A state is a inherently work optimization system, which is self-sustaining monopoly and limited to a certain geographic territory.
Some states can be part of larger work optimization systems, which optimizes the interaction between states, e.g. a federation.
Justification of the state depends on the well-being of all humans, animals and surrounding nature. In addition to physical well-beingness, truthful and optimized information is also a part of the well-beingness of humans.
Most of the states are not evolving as work optimization systems, but tends to maximize work by increasing obsolete jobs.
